INTRODUCTION

Welcome to San Andreas Statewide Roleplay (SARP).

Our mission is to provide a professional, realistic, immersive, and enjoyable roleplay experience for every member of our community. Whether you are a new player, a long-time member, a content creator, or a visitor, every individual is expected to contribute positively to the community and uphold the standards established within this handbook.

The Community Rules & Regulations Handbook serves as the official governing document for all members participating in San Andreas Statewide Roleplay. These policies establish the expectations, standards, and responsibilities required to maintain a fair, respectful, and immersive environment for everyone.

These rules apply across all official SARP platforms, including but not limited to:

Participation within San Andreas Statewide Roleplay constitutes acceptance of the policies outlined within this handbook. Failure to comply with these rules may result in disciplinary action, including warnings, suspensions, permanent bans, department removal, or other administrative actions deemed appropriate by Executive Management.

This handbook has been developed to promote consistency, professionalism, accountability, fairness, and high-quality roleplay throughout every aspect of the community.

Every member shares the responsibility of helping build a welcoming environment where realism, respect, teamwork, and integrity remain the foundation of our community.

We encourage every member to read this handbook carefully and refer back to it whenever questions arise regarding community expectations or server policies.

Together, we will continue building a professional roleplay community where every player’s story matters and every interaction contributes to an unforgettable experience.

San Andreas Statewide Roleplay (SARP) exists to provide one of the highest-quality FiveM roleplay experiences by fostering a professional, welcoming, organized, and immersive community where members can create meaningful stories, build lasting friendships, and enjoy realistic roleplay.

Our mission is to create an environment where every player—regardless of experience level—can participate in fair, engaging, and community-driven roleplay while contributing to the long-term success of SARP.

Members are expected to conduct themselves with maturity, courtesy, and respect at all times. Whether interacting in-game, within Discord, through support tickets, or during community events, every member should strive to represent San Andreas Statewide Roleplay in a positive and professional manner.

Professional behavior creates an environment where all members can enjoy a respectful, organized, and welcoming community.

Integrity

Integrity means doing the right thing even when no one is watching.

Members are expected to remain honest during roleplay, investigations, reports, appeals, staff interactions, and community discussions. Providing false information, submitting fabricated evidence, or intentionally misleading others damages community trust and undermines the fairness of the roleplay environment.

Honesty is essential to maintaining the integrity of San Andreas Statewide Roleplay.

Respect

Every member deserves to be treated with dignity, fairness, and respect.

Discrimination, harassment, bullying, or targeting another member based on their rank, department, experience, race, religion, nationality, gender, disability, or any other protected characteristic will not be tolerated.

Respect extends beyond disagreements. Members are expected to communicate professionally, resolve conflicts respectfully, and contribute to a welcoming environment for everyone.

Accountability

Every member is responsible for their own actions and decisions.

Accepting responsibility for mistakes, learning from constructive feedback, and complying with community policies demonstrate maturity and strengthen the community as a whole.

Members should never attempt to shift blame, evade responsibility, or intentionally undermine the enforcement of community standards.

Realism

Realistic roleplay is at the heart of the SARP experience.

Members are encouraged to create believable characters, develop meaningful storylines, and make decisions that reflect realistic circumstances. Immersive roleplay enhances the experience for everyone and promotes long-term community engagement.

Every action should contribute positively to the realism of the server.

Fairness

Fairness ensures that every member is treated equally regardless of rank, department, or experience.

Community rules are applied consistently, and all members are expected to follow the same standards. Staff members are committed to enforcing policies objectively while providing every member with the opportunity to be heard.

Fairness builds trust and strengthens the integrity of the community.

Teamwork

San Andreas Statewide Roleplay succeeds because of the collective efforts of its members.

Departments, organizations, businesses, staff members, and community members are encouraged to work together to solve problems, create memorable roleplay, assist new players, and support one another.

Collaboration creates stronger roleplay experiences and a more welcoming community.

Leadership is demonstrated through actions rather than titles.

Members are encouraged to lead by example by maintaining professionalism, assisting others, accepting responsibility, and promoting positive community values.

Members are expected to contribute positively, avoid unnecessary conflict, support community initiatives, and help maintain a respectful and enjoyable environment for everyone.

PART I — COMMUNITY STANDARDS

Article 1.01 — Purpose

The purpose of this Part is to establish the fundamental standards of conduct expected of every individual participating within San Andreas Statewide Roleplay (“SARP”). These standards serve as the foundation for all community interactions and are intended to foster a professional, respectful, organized, and immersive environment.

All members, regardless of position, department, rank, or tenure within the community, are subject to these standards. Compliance with these policies is mandatory while participating in any official SARP platform, including but not limited to the FiveM server, Discord server, CAD system, official communications, support services, and community-sponsored events.

Failure to comply with these standards may result in disciplinary action as outlined throughout this handbook.

Article 1.02 — Scope of Applicability

These Community Standards apply to all members of San Andreas Statewide Roleplay without exception.

This Part governs conduct occurring on, or directly affecting, any official SARP platform, including:

A. The Official FiveM Server.

B. The Official Discord Server.

C. Computer-Aided Dispatch (CAD) Systems.

D. Community Support Services.

E. Official Voice Communications.

F. Community Events.

G. Official Social Media Platforms.

H. Any other platform owned, operated, or officially recognized by San Andreas Statewide Roleplay.

Members may also be held accountable for conduct occurring outside official platforms when such conduct significantly impacts the safety, reputation, operations, or integrity of the community.

Article 1.03 — Member Responsibilities

Every member assumes the responsibility of maintaining a positive and respectful environment.

Members shall:

A. Conduct themselves professionally at all times.

B. Treat all individuals with dignity and respect.

C. Follow all published community rules, policies, and procedures.

D. Cooperate with staff members acting within the scope of their authority.

E. Promote fair, immersive, and enjoyable roleplay.

F. Report violations responsibly and honestly.

G. Protect the reputation and integrity of San Andreas Statewide Roleplay.

Failure to fulfill these responsibilities may constitute a violation of community policy.

Article 1.04 — Professional Conduct

Professional conduct is expected from every member regardless of their position within the community.

Members shall refrain from behavior that is disruptive, abusive, hostile, or otherwise detrimental to the community environment.

Professional conduct includes, but is not limited to:

A. Communicating respectfully.

B. Demonstrating maturity during disagreements.

C. Exercising good judgment.

D. Remaining honest during investigations.

E. Following staff instructions when appropriate.

F. Maintaining respectful interactions with all members.

Repeated patterns of unprofessional conduct may result in disciplinary action even if no single incident independently constitutes a major violation.

Article 1.05 — Respect and Inclusion

San Andreas Statewide Roleplay is committed to maintaining a welcoming environment for all members.

No member shall engage in conduct intended to harass, intimidate, threaten, discriminate against, or target another individual.

Prohibited conduct includes, but is not limited to:

A. Harassment.

B. Bullying.

C. Hate speech.

D. Personal attacks.

E. Doxxing or threats of doxxing.

F. Discriminatory language or conduct.

G. Encouraging harassment by others.

Members are expected to resolve disagreements respectfully and utilize appropriate reporting procedures when necessary.

Article 1.06 — Integrity and Honesty

Integrity is essential to maintaining fairness throughout the community.

Members shall provide truthful information during investigations, reports, applications, appeals, and staff inquiries.

The following actions are prohibited:

A. Knowingly providing false statements.

B. Fabricating or altering evidence.

C. Misleading staff members.

D. Impersonating another member or staff member.

E. Falsifying reports or complaints.

Violations involving dishonesty may result in enhanced disciplinary action due to their impact on community trust.

Article 1.07 — Cooperation with Community Staff

Community Staff are authorized to enforce the policies established within this handbook.

Members shall:

A. Comply with lawful staff instructions.

B. Cooperate during investigations.

C. Respond truthfully to staff inquiries.

D. Refrain from interfering with moderation actions.

E. Utilize the established appeal process when disputing staff decisions.

Disagreements with staff decisions do not authorize disruptive behavior or refusal to comply with lawful directives.

Article 1.08 — Responsibility for Personal Conduct

Each member is solely responsible for their account, actions, and decisions.

Ignorance of community rules shall not constitute a valid defense against enforcement.

Members remain accountable for all activity conducted through their accounts and are expected to maintain the security of their credentials.

Attempts to shift responsibility to another individual will not relieve a member of accountability for policy violations.

Article 1.09 — Protection of Community Reputation

Every member represents San Andreas Statewide Roleplay through their conduct.

Members shall avoid actions that knowingly damage the reputation, credibility, or operations of the community.

Examples include:

A. Knowingly spreading false information.

B. Maliciously attempting to disrupt community operations.

C. Publicly misrepresenting official community policies.

D. Impersonating officials or departments.

E. Deliberately creating unnecessary community conflict.

Constructive criticism remains welcome when communicated respectfully through appropriate channels.

Article 1.10 — Enforcement Authority

Executive Management retains the authority to interpret, apply, amend, and enforce all provisions contained within this handbook.

Community Staff shall enforce these standards consistently and fairly while considering the circumstances surrounding each incident.

Nothing contained within this Part shall limit Executive Management’s authority to take immediate action when necessary to protect the safety, integrity, stability, or reputation of San Andreas Statewide Roleplay.

Article 1.11 — Member Acknowledgement

By joining or participating in San Andreas Statewide Roleplay, every member acknowledges that they are responsible for reading, understanding, and complying with the Community Rules & Regulations Handbook.

Failure to review these policies does not exempt any individual from enforcement.

Continued participation within the community constitutes acceptance of these standards and all future revisions adopted by Executive Management.

PART II — DISCORD RULES

Article 2.01 — Purpose

The purpose of this Part is to establish the rules, expectations, and standards governing the use of the official San Andreas Statewide Roleplay (“SARP”) Discord server. The Discord server serves as the primary platform for community communication, announcements, support, department operations, recruitment, and member engagement.

All members are expected to conduct themselves in a professional, respectful, and mature manner while using any official Discord channel, voice channel, forum, thread, or feature operated by SARP.

Failure to comply with these rules may result in moderation action, including warnings, mutes, kicks, suspensions, or permanent removal from the community.

Article 2.02 — Applicability

These rules apply to all members, visitors, applicants, content creators, partners, staff members, and Executive Management while participating within the official SARP Discord server.

Members are responsible for ensuring their behavior complies with both this handbook and the applicable Discord Community Guidelines and Terms of Service.

Article 2.03 — Respectful Conduct

Members shall communicate respectfully and professionally at all times.

The following conduct is prohibited:

A. Harassment or targeted harassment.

B. Personal attacks or insults intended to provoke another member.

C. Discriminatory language or hate speech.

D. Threats of violence or intimidation.

E. Excessive toxicity or disruptive behavior.

F. Encouraging others to harass or target another individual.

Healthy debate is permitted provided all participants remain respectful and refrain from personal attacks.

Article 2.04 — Spam and Disruptive Content

Members shall not intentionally disrupt the Discord server through excessive or repetitive content.

Prohibited conduct includes:

A. Repeated messages or copy-and-paste spam.

B. Excessive emoji or GIF spam.

C. Flooding channels with unnecessary messages.

D. Mass mentioning members, roles, or staff without authorization.

E. Intentionally derailing conversations or support requests.

F. Posting content unrelated to the designated purpose of a channel.

Article 2.05 — Appropriate Content

All content shared within the Discord server shall remain appropriate for the community.

Members shall not post, upload, or distribute:

A. NSFW or sexually explicit content.

B. Graphic or excessively violent material.

C. Illegal or pirated content.

D. Malware, phishing links, or malicious software.

E. Content intended to deceive, scam, or defraud members.

F. Material that violates applicable laws or Discord’s Terms of Service.

Article 2.06 — Advertising and Self-Promotion

Advertising is prohibited unless expressly authorized by Executive Management.

Without prior authorization, members shall not:

A. Advertise other FiveM communities.

B. Recruit members for outside organizations.

C. Promote Discord servers or communities.

D. Solicit donations, investments, or financial contributions.

E. Post referral links or promotional codes.

Approved partners and officially sanctioned advertisements are exempt from this provision.

Article 2.07 — Usernames, Nicknames, and Profiles

Members shall maintain usernames, nicknames, profile pictures, banners, and biographies that are appropriate for a professional community.

The following are prohibited:

A. Offensive or discriminatory names.

B. Sexually explicit profile content.

C. Profiles intended to impersonate another member or staff member.

D. Usernames designed to evade moderation.

Executive Management may require a member to change any profile element deemed inappropriate.

Article 2.08 — Voice Channel Conduct

Members participating in official voice channels shall:

A. Treat all participants respectfully.

B. Avoid excessive background noise or disruptive audio.

C. Refrain from playing music or soundboards without permission.

D. Avoid talking over others excessively.

E. Follow instructions provided by staff members or channel moderators.

Recording voice conversations without the consent required by applicable law is prohibited.

Article 2.09 — Privacy and Confidentiality

Members shall respect the privacy of others.

The following actions are prohibited:

A. Sharing another person’s personal information without permission.

B. Doxxing or threatening to release personal information.

C. Posting private conversations without authorization when doing so violates privacy expectations or applicable law.

D. Sharing confidential staff information, internal documents, or restricted community information without authorization.

Article 2.10 — Staff Authority

Community Staff are authorized to moderate the Discord server and enforce all applicable policies.

Members shall comply with lawful staff instructions and utilize the official appeal process if they disagree with a moderation decision.

Public arguments regarding moderation actions are discouraged and may be redirected to the appropriate appeal or support process.

Article 2.11 — Enforcement

Violations of this Part may result in one or more of the following actions, depending on the severity and frequency of the violation:

A. Verbal Warning.

B. Written Warning.

C. Timeout or Mute.

D. Removal of Roles or Permissions.

E. Temporary Suspension.

F. Permanent Ban.

Executive Management reserves the right to impose immediate disciplinary action for severe violations, including conduct that threatens the safety, security, or integrity of the community.

PART III — ROLEPLAY STANDARDS

Article 3.01 — Purpose

The purpose of this Part is to establish the minimum standards for roleplay within San Andreas Statewide Roleplay (“SARP”). These standards are intended to ensure that all roleplay remains realistic, immersive, fair, and enjoyable for every member of the community.

Every member participating within the server is expected to contribute positively to the roleplay environment by demonstrating maturity, creativity, and respect for other participants.

Failure to comply with these standards may result in administrative action, including warnings, roleplay restrictions, suspensions, or permanent removal from the community.

Article 3.02 — General Roleplay Expectations

All roleplay shall be conducted in a manner that promotes realism and immersion.

Members shall:

A. Remain in character whenever actively participating in roleplay unless otherwise authorized.

B. Create realistic scenarios that contribute positively to the server.

C. Respect the roleplay of other participants.

D. Exercise good judgment during interactions.

E. Avoid actions intended solely to disrupt another player’s experience.

F. Prioritize quality roleplay over winning or personal gain.

Article 3.03 — In-Character and Out-of-Character Conduct

Members shall maintain a clear distinction between In-Character (IC) and Out-of-Character (OOC) communications.

Members shall not:

A. Allow OOC information to influence IC decisions.

B. Use OOC disputes to affect roleplay.

C. Bring IC conflicts into Discord or other OOC platforms.

D. Harass another member over roleplay outcomes.

E. Intentionally blur the distinction between IC and OOC interactions.

Maintaining this separation is essential to preserving immersion and fairness.

Article 3.04 — Quality Roleplay

Members are expected to create meaningful and realistic roleplay experiences.

Quality roleplay includes:

A. Realistic character reactions.

B. Logical decision-making.

C. Appropriate emotional responses.

D. Realistic injuries and limitations.

E. Long-term character development.

F. Respect for the storylines created by others.

Roleplay should focus on collaborative storytelling rather than individual success.

Article 3.05 — Powergaming

Powergaming is strictly prohibited.

Powergaming includes any action that forces outcomes upon another player without providing a reasonable opportunity for response.

Examples include, but are not limited to:

A. Forcing another player’s actions through emotes.

B. Performing unrealistic physical abilities.

C. Ignoring realistic physical limitations.

D. Completing actions that would be impossible under normal circumstances.

Members must allow other participants the opportunity to respond to roleplay actions whenever appropriate.

Article 3.06 — Metagaming

Metagaming is prohibited.

Metagaming is the use of Out-of-Character information to benefit an In-Character situation.

Examples include:

A. Using Discord communications to locate players.

B. Acting upon livestream information while participating in-game.

C. Sharing IC information through OOC channels.

D. Using information obtained after death or outside roleplay.

Any use of information not reasonably obtained through roleplay may constitute metagaming.

Article 3.07 — Random Deathmatch (RDM)

Random Deathmatch (RDM) is prohibited.

Members shall not intentionally injure or kill another player without legitimate roleplay development and sufficient in-character justification.

Acts of violence must always support an ongoing or reasonably developed roleplay scenario.

Article 3.08 — Vehicle Deathmatch (VDM)

Vehicle Deathmatch (VDM) is prohibited.

Members shall not intentionally use vehicles as weapons against other players unless the action forms part of an approved and realistic roleplay scenario.

Using a vehicle to intentionally strike another player without valid roleplay justification constitutes a violation of this policy.

Article 3.09 — Fear Roleplay

Members shall realistically value the life and safety of their character.

Characters are expected to react appropriately when confronted with dangerous situations, including firearms, serious injuries, overwhelming force, or life-threatening circumstances.

Failure to demonstrate realistic fear for one’s character may constitute Fail Roleplay.

Article 3.10 — Fail Roleplay

Fail Roleplay (FRP) is prohibited.

Fail Roleplay includes any action that significantly departs from realistic behavior or undermines the immersive environment of the server.

Examples include:

A. Ignoring serious injuries.

B. Performing impossible actions.

C. Unrealistic driving solely to avoid consequences.

D. Refusing to acknowledge realistic roleplay outcomes.

E. Intentionally disrupting roleplay scenarios.

Article 3.11 — Combat Logging

Combat logging is strictly prohibited.

Members shall not intentionally disconnect, leave the server, or otherwise avoid an active roleplay scenario to escape consequences or administrative action.

Unexpected disconnections shall be reported to staff as soon as reasonably possible.

Article 3.12 — Roleplay Continuity

Members are expected to maintain continuity throughout ongoing roleplay situations.

Characters should remember previous events, maintain consistent behavior, and avoid actions that contradict established storylines without reasonable in-character explanation.

Long-term storytelling is encouraged and contributes to a more immersive roleplay environment.

Article 3.13 — Enforcement

Violations of this Part shall be investigated by Community Staff.

Depending upon the severity, frequency, and intent of the violation, disciplinary action may include:

A. Verbal Warning.

B. Written Warning.

C. Administrative Jail.

These policies ensure that all characters contribute to a realistic, immersive, and enjoyable roleplay environment while maintaining consistency and fairness across the community.

All members are expected to create and portray characters in a manner that reflects realism, creativity, and respect for the roleplay experience of others.

Article 4.02 — Character Standards

Every character created within SARP shall represent a believable individual capable of existing within the world of San Andreas.

Characters shall:

A. Have a realistic first and last name.

B. Maintain a consistent identity throughout their roleplay.

C. Behave in a manner appropriate to their established background and personality.

D. Be portrayed with reasonable realism and maturity.

E. Comply with all server rules and applicable roleplay standards.

Characters created solely to troll, disrupt roleplay, evade punishment, or exploit game mechanics are prohibited.

Article 4.03 — Character Names

Character names shall be realistic and appropriate.

The following names are prohibited:

A. Celebrity names.

B. Fictional characters from movies, television, or video games.

C. Meme or joke names.

D. Offensive, vulgar, or discriminatory names.

E. Names intended to impersonate another community member or public figure.

Executive Management or Community Staff may require a member to rename any character that does not meet community standards.

Article 4.04 — Character Backgrounds

Members are encouraged to develop realistic backgrounds for their characters.

A character’s history should reasonably explain their:

A. Age.

B. Occupation.

C. Skills and experience.

D. Personality traits.

E. Goals and motivations.

While extensive backstories are not required, members should maintain consistency with their established character throughout roleplay.

Article 4.05 — Character Progression

Character development should occur naturally through roleplay.

Members shall not:

A. Instantly become experts in specialized professions without appropriate roleplay.

B. Claim unrealistic experience or qualifications.

C. Artificially advance their character through unrealistic scenarios.

Growth, promotions, financial success, and reputation should be earned through consistent participation and quality roleplay.

Article 4.06 — Alternate Characters

Members may create alternate characters in accordance with community policies.

Each character shall be treated as a separate individual with their own:

A. Identity.

B. Relationships.

C. Criminal history.

D. Employment history.

E. Financial assets.

Information known by one character may not automatically be known by another character controlled by the same player.

Using alternate characters to gain an unfair advantage, transfer information, or avoid roleplay consequences is strictly prohibited.

Article 4.07 — Character Knowledge

Characters may only possess information that they have legitimately obtained through in-character roleplay.

Members shall not:

A. Share information between alternate characters.

B. Use knowledge gained from Discord, streams, or other out-of-character sources.

C. Create characters specifically to obtain information for another character.

Such conduct may constitute Metagaming and is subject to disciplinary action.

Article 4.08 — Character Injuries and Death

Members are expected to roleplay injuries realistically.

Characters who sustain significant injuries should demonstrate appropriate physical limitations and recovery.

Where permanent character death (“PK”) is recognized by community policy or approved staff oversight, members shall honor the outcome and may not continue portraying the deceased character without authorization.

Article 4.09 — Character Resets and Name Changes

Community Staff or Executive Management may authorize character resets or name changes when necessary.

Reasons may include:

A. Administrative correction.

B. Rule violations.

C. Inappropriate character concepts.

D. Technical issues.

E. Approved player requests.

Members may not repeatedly reset or recreate characters to avoid roleplay consequences or disciplinary actions.

Article 4.10 — Realistic Character Behavior

Characters should consistently act in accordance with their established personality, profession, abilities, and experiences.

Members should avoid abrupt or unrealistic changes in behavior unless supported by legitimate roleplay development.

Consistency enhances immersion and strengthens long-term storytelling throughout the community.

Article 4.11 — Enforcement

Violations of this Part may result in administrative action, including but not limited to:

A. Verbal Warning.

B. Written Warning.

C. Mandatory Character Modification.

D. Character Reset.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to determine the appropriate corrective action based on the severity and circumstances of each violation.

PART V — CRIMINAL ROLEPLAY

Article 5.01 — Purpose

The purpose of this Part is to establish the standards governing criminal roleplay within San Andreas Statewide Roleplay (“SARP”). Criminal roleplay is intended to provide realistic, balanced, and engaging scenarios that enhance the experience of all participants while preserving fairness, immersion, and server stability.

Members participating in criminal roleplay are expected to prioritize storytelling, realism, and player interaction over personal gain or victory.

Article 5.02 — General Standards

All criminal roleplay shall be conducted in a realistic and reasonable manner.

Members participating in criminal activity shall:

A. Maintain realistic motives and objectives.

B. Value the life and safety of their character.

C. Provide meaningful roleplay opportunities for other participants.

D. Comply with all applicable server rules and staff directives.

E. Accept the consequences of their in-character actions.

Criminal roleplay that exists solely to create chaos, grief other players, or disrupt the server is prohibited.

Article 5.03 — Criminal Organizations

Members may establish or participate in criminal organizations only in accordance with community policies.

Criminal organizations shall:

A. Maintain realistic structure and leadership.

B. Engage in believable criminal activity.

C. Respect the roleplay of rival organizations.

D. Follow any registration or approval requirements established by Executive Management.

Organizations may not operate for the sole purpose of repeatedly engaging in violent conflict or disrupting community roleplay.

Article 5.04 — Robberies

Robberies shall be conducted with realistic planning and roleplay.

Members shall not:

A. Initiate robberies without legitimate roleplay.

B. Exploit game mechanics to complete robberies.

C. Repeatedly target the same location without reasonable roleplay development.

D. Interrupt another active robbery without appropriate in-character justification.

Members are expected to cooperate with responding law enforcement to create an enjoyable and realistic scenario.

Article 5.05 — Hostage Situations

Hostage situations must be supported by realistic roleplay and a legitimate criminal objective.

Members shall:

A. Treat hostages realistically.

B. Avoid unnecessary harm to hostages.

C. Engage in reasonable negotiations with law enforcement when appropriate.

D. Provide hostages with meaningful opportunities to participate in the roleplay.

Randomly taking hostages without a believable in-character reason is prohibited.

Article 5.06 — Pursuits and Evasion

Vehicle and foot pursuits shall remain realistic at all times.

Members shall not:

A. Drive in an intentionally unrealistic manner solely to escape.

B. Abuse game mechanics to evade law enforcement.

C. Intentionally enter restricted or exploitative areas.

D. Disconnect or otherwise avoid the consequences of an active pursuit.

Criminal suspects are expected to value their character’s life and surrender when continued resistance would be clearly unreasonable.

Article 5.07 — Use of Force

The use of force during criminal roleplay shall be proportionate to the circumstances.

Deadly force shall not be used without reasonable in-character justification.

Members shall not:

A. Escalate violence without cause.

B. Initiate shootings solely to avoid arrest.

C. Engage in unnecessary or excessive violence.

D. Use force for the purpose of ruining another player’s roleplay experience.

Violence should always support the development of meaningful roleplay.

Article 5.08 — Kidnapping and Extortion

Kidnapping and extortion are permitted only when supported by realistic roleplay.

Members shall:

A. Have a legitimate criminal objective.

B. Allow victims meaningful opportunities to participate.

C. Avoid excessive or repetitive targeting of the same individuals.

D. Maintain reasonable negotiations where appropriate.

Kidnapping solely to inconvenience, harass, or repeatedly target another member is prohibited.

Article 5.09 — Looting and Property Crimes

Burglary, theft, vehicle theft, and similar property crimes shall be conducted realistically.

Members shall not exploit server mechanics, unrealistic methods, or technical limitations to obtain property or financial gain.

Property crimes should contribute to meaningful roleplay rather than repetitive grinding or abuse.

Article 5.10 — Criminal Conduct Expectations

Members engaged in criminal roleplay shall remember that criminal actions carry realistic consequences.

Arrest, prosecution, imprisonment, financial loss, and other legal outcomes are natural components of roleplay and shall not be treated as administrative punishment.

Members are expected to accept these consequences and continue roleplay appropriately.

Article 5.11 — Prohibited Criminal Conduct

The following conduct is prohibited:

A. Random criminal activity without roleplay.

B. Repeatedly targeting new or inexperienced players.

C. Exploiting server mechanics for criminal advantage.

D. Coordinating criminal activity through Out-of-Character communication.

E. Using alternate characters to support criminal investigations or evade consequences.

F. Any conduct that violates the Community Standards or Roleplay Standards established elsewhere in this handbook.

Article 5.12 — Enforcement

Violations of this Part shall be investigated by Community Staff.

Administrative action may include:

A. Verbal Warning.

B. Written Warning.

C. Administrative Jail.

D. Character Reset.

E. Temporary Suspension.

F. Permanent Removal from the Community.

PART VI — CIVILIAN ROLEPLAY

Article 6.01 — Purpose

The purpose of this Part is to establish the standards governing civilian roleplay within San Andreas Statewide Roleplay (“SARP”). Civilian roleplay serves as the foundation of the community by creating realistic daily interactions, businesses, occupations, and storylines that contribute to a living and immersive environment.

Members portraying civilian characters are expected to prioritize realism, creativity, and collaborative storytelling while respecting the roleplay experiences of others.

Article 6.02 — General Standards

Civilian roleplay shall be conducted in a realistic and responsible manner.

Members portraying civilian characters shall:

A. Create believable roleplay scenarios.

B. Conduct themselves in accordance with established community standards.

C. Respect the rights and roleplay of other participants.

D. Accept the realistic consequences of their actions.

E. Avoid conduct intended solely to disrupt or interfere with the roleplay experience of others.

Civilian roleplay should enhance the overall server environment and encourage meaningful interactions between all departments and players.

Article 6.03 — Employment and Occupations

Civilian characters may engage in lawful occupations, businesses, or other forms of employment recognized by the community.

Members shall:

A. Accurately portray the responsibilities associated with their chosen occupation.

B. Operate businesses in a realistic manner.

C. Conduct commercial activities honestly and professionally.

D. Comply with applicable laws and regulations established through roleplay.

Members shall not falsely represent themselves as employees or officials of organizations to which they do not belong.

Article 6.04 — Business Ownership

Members may own or operate businesses in accordance with community policies.

Business owners are expected to:

A. Maintain realistic business operations.

B. Treat employees and customers professionally.

C. Conduct financial transactions through legitimate roleplay.

D. Avoid using businesses solely for exploitative or unrealistic purposes.

Businesses created for the sole purpose of circumventing server mechanics or facilitating rule violations are prohibited.

Article 6.05 — Public Conduct

Civilian characters are expected to behave in a manner consistent with ordinary members of society.

Members shall not intentionally create unnecessary public disturbances, interfere with emergency services, or repeatedly provoke law enforcement without legitimate roleplay justification.

Minor conflicts and disputes are encouraged when they contribute to meaningful storytelling; however, conduct intended only to generate chaos or administrative intervention is prohibited.

Article 6.06 — Cooperation with Emergency Services

Civilian characters shall reasonably cooperate with law enforcement, fire, EMS, and other public service agencies when appropriate.

Members are expected to:

A. Comply with lawful orders issued by emergency personnel.

B. Participate realistically during investigations, emergencies, and traffic stops.

C. Provide truthful information when appropriate to the roleplay scenario.

D. Avoid intentionally obstructing emergency operations without legitimate in-character justification.

Article 6.07 — Public Events and Gatherings

Members may organize public events, gatherings, demonstrations, or celebrations provided such activities are conducted responsibly and in accordance with community standards.

Event organizers shall:

A. Ensure the event promotes meaningful roleplay.

B. Avoid creating unnecessary disruption.

C. Cooperate with Community Staff when assistance is required.

D. Comply with any reasonable administrative instructions issued for server stability or event management.

Article 6.08 — Realistic Lifestyle Roleplay

Members are encouraged to develop realistic civilian lifestyles that extend beyond employment.

Examples include, but are not limited to:

A. Family roleplay.

B. Community organizations.

C. Recreational activities.

D. Educational pursuits.

E. Volunteer services.

F. Entrepreneurship.

Long-term civilian storylines contribute significantly to the immersive environment of San Andreas Statewide Roleplay.

Article 6.09 — Abuse of Civilian Roleplay

Members shall not use civilian roleplay to exploit server mechanics or intentionally disrupt the experience of others.

Prohibited conduct includes:

A. Creating nuisance scenarios solely to attract emergency services.

B. Repeatedly filing false emergency reports.

C. Using civilian status to evade legitimate roleplay consequences.

D. Abusing businesses or occupations for unrealistic financial gain.

E. Participating in unrealistic or intentionally disruptive behavior.

Article 6.10 — Civilian Responsibilities

Every civilian character contributes to the realism of the community.

Members are encouraged to:

PART VII — LAW ENFORCEMENT ROLEPLAY

Article 7.01 — Purpose

The purpose of this Part is to establish the standards, expectations, and responsibilities governing Law Enforcement roleplay within San Andreas Statewide Roleplay (“SARP”). These policies are designed to promote professionalism, realism, accountability, and fairness while ensuring that law enforcement personnel provide high-quality roleplay experiences for all members of the community.

Members serving in any law enforcement agency are entrusted with significant authority and are expected to exercise that authority responsibly, ethically, and in accordance with established department policies and community standards.

Article 7.02 — Applicability

This Part applies to all sworn law enforcement personnel serving within any officially recognized law enforcement agency operating under San Andreas Statewide Roleplay.

This includes, but is not limited to:

A. State Police.

B. County Sheriff’s Offices.

C. Municipal Police Departments.

D. Specialized Law Enforcement Units.

E. Detectives.

F. Supervisors and Command Staff.

All law enforcement members remain subject to the Community Standards, Roleplay Standards, and all department-specific Standard Operating Procedures (SOPs).

Article 7.03 — Professional Conduct

Law enforcement personnel shall conduct themselves with professionalism both on and off duty.

Officers shall:

A. Treat all individuals with dignity and respect.

B. Exercise impartiality during all interactions.

C. Avoid abuse of authority.

D. Demonstrate integrity and honesty.

E. Maintain composure during stressful situations.

F. Represent their department and the community in a professional manner.

Unprofessional conduct may result in administrative or departmental disciplinary action.

Article 7.04 — Lawful Authority

Law enforcement officers shall exercise only those powers reasonably authorized through roleplay and applicable department policies.

Officers shall not:

A. Fabricate evidence.

B. Make unlawful arrests without roleplay justification.

C. Abuse police equipment or resources.

D. Intentionally violate the rights of other characters.

Officers shall continuously evaluate:

A. The seriousness of the offense.

D. Available resources.

E. The necessity of continuing the pursuit.

Pursuits may be discontinued when the risks clearly outweigh the benefits of immediate apprehension.

Officers shall:

Investigations shall not rely upon Out-of-Character information or metagamed evidence.

Departmental SOPs shall not conflict with the Community Rules & Regulations Handbook.

Where a conflict exists, the provisions of this handbook shall prevail unless otherwise authorized by Executive Management.

Article 7.12 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Counseling.

B. Written Warning.

C. Departmental Discipline.

D. Suspension from Law Enforcement Duties.

E. Removal from the Department.

F. Community Disciplinary Action.

The purpose of this Part is to establish the standards, expectations, and responsibilities governing Fire and Emergency Medical Services (“Fire & EMS”) roleplay within San Andreas Statewide Roleplay (“SARP”). These policies are intended to promote professionalism, realism, accountability, and high-quality emergency service roleplay while ensuring a fair and immersive experience for all members of the community.

Members serving within Fire & EMS agencies are entrusted with protecting life, property, and public safety. They are expected to perform their duties with professionalism, integrity, and respect at all times.

Article 8.02 — Applicability

This Part applies to all members serving within any officially recognized Fire Department, Rescue Agency, Emergency Medical Service, or related emergency response organization operating under San Andreas Statewide Roleplay.

This includes, but is not limited to:

A. Firefighters.

B. Emergency Medical Technicians (EMTs).

C. Paramedics.

D. Rescue Personnel.

E. Fire Officers.

F. Supervisors and Command Staff.

All Fire & EMS personnel remain subject to the Community Standards, Roleplay Standards, and all department-specific Standard Operating Procedures (SOPs).

Article 8.03 — Professional Conduct

Fire & EMS personnel shall conduct themselves in a professional, courteous, and respectful manner while on and off duty.

Members shall:

A. Treat all patients and members of the public with dignity and respect.

B. Demonstrate professionalism during all emergency responses.

C. Work cooperatively with law enforcement, government agencies, and other emergency responders.

D. Exercise sound judgment during emergency situations.

E. Represent their department in a positive and professional manner.

Article 8.04 — Emergency Response

Emergency responses shall be conducted in a realistic and organized manner.

Personnel shall:

A. Respond promptly when dispatched.

B. Operate emergency vehicles responsibly.

C. Utilize appropriate emergency equipment.

D. Follow realistic operational procedures.

E. Prioritize responder and public safety.

Members shall not intentionally create unrealistic emergency responses or disregard established roleplay standards.

Article 8.05 — Medical Roleplay

Medical treatment shall be portrayed realistically and consistently.

Personnel shall:

A. Assess patients before providing treatment.

B. Utilize realistic medical procedures appropriate to the situation.

C. Explain treatment when practical to enhance roleplay.

D. Respect the roleplay decisions of patients while maintaining realism.

E. Document patient care when required by department policy.

Personnel shall not perform unrealistic medical procedures or guarantee unrealistic recoveries.

Article 8.06 — Fire Suppression and Rescue Operations

Fire suppression, rescue operations, hazardous materials incidents, technical rescues, and similar emergency responses shall be conducted using realistic roleplay practices.

Personnel shall:

A. Utilize appropriate equipment.

B. Coordinate with responding agencies.

C. Protect public safety.

D. Maintain scene organization.

E. Prioritize the preservation of life whenever possible.

Article 8.07 — Interagency Cooperation

Fire & EMS personnel are expected to maintain positive working relationships with all public safety agencies.

Members shall cooperate with:

A. Law Enforcement Agencies.

B. Emergency Management.

C. Government Officials.

D. Public Works.

E. Other Authorized Emergency Services.

Interagency cooperation enhances realism and contributes to successful emergency operations.

Article 8.08 — Ethics and Accountability

Fire & EMS personnel are held to a high standard of professional conduct.

Personnel shall not:

A. Abuse departmental authority.

B. Falsify patient information or official records.

C. Misuse emergency equipment.

D. Provide preferential treatment based upon Out-of-Character relationships.

E. Engage in conduct that undermines public trust.

Personnel are expected to report serious misconduct through the appropriate chain of command.

Each Fire & EMS agency may establish Standard Operating Procedures (“SOPs”) that supplement this handbook.

Department SOPs shall not conflict with the provisions of the Community Rules & Regulations Handbook.

Where a conflict exists, this handbook shall govern unless otherwise authorized by Executive Management.

The purpose of this Part is to establish the standards governing government entities, public service agencies, and officially recognized departments operating within San Andreas Statewide Roleplay (“SARP”). These provisions ensure that all governmental operations are conducted professionally, realistically, and in a manner that enhances the overall roleplay experience.

Government agencies exist to serve the community, uphold the law, maintain public infrastructure, and provide essential services to the citizens of San Andreas.

Article 9.02 — Applicability

This Part applies to all members serving within any officially recognized government department or public service agency, including but not limited to:

A. State Government.

B. County Government.

C. Municipal Government.

D. Department of Transportation.

E. Department of Public Works.

F. Emergency Management.

G. Courts and Judicial Services.

H. Any additional government agency approved by Executive Management.

Members assigned to these organizations remain subject to all Community Rules, Roleplay Standards, and department-specific policies.

Article 9.03 — Professional Conduct

Government officials and public servants shall perform their duties with professionalism, integrity, and impartiality.

Members shall:

A. Conduct themselves respectfully during all official interactions.

B. Exercise authority responsibly.

C. Avoid favoritism or abuse of position.

E. Promote realistic government roleplay.

Government personnel are expected to represent their agencies in a manner that reflects positively upon the community.

Article 9.04 — Official Authority

Government officials may exercise only those authorities reasonably granted through their assigned position and applicable department policies.

Members shall not:

B. Exercise powers beyond the scope of their assigned position.

C. Issue unlawful directives.

Interagency cooperation promotes efficient government operations and strengthens community roleplay.

Article 9.07 — Ethics and Accountability

Government officials are expected to uphold the highest standards of ethical conduct.

Members shall not:

A. Engage in corruption without prior approval through an authorized roleplay event.

B. Accept bribes or misuse public funds outside approved roleplay.

C. Falsify official records.

D. Abuse confidential government information.

E. Use official authority for personal advantage.

Violations involving abuse of public trust may result in enhanced disciplinary action.

Article 9.08 — Department Policies

Each government department may establish internal policies or Standard Operating Procedures (“SOPs”) that supplement this handbook.

Departmental policies shall not conflict with the Community Rules & Regulations Handbook.

Where a conflict exists, this handbook shall take precedence unless otherwise authorized by Executive Management.

Article 9.09 — Public Representation

Members serving in government positions are representatives of both their department and San Andreas Statewide Roleplay.

Government personnel are expected to:

A. Communicate professionally.

B. Treat all members fairly.

C. Make decisions objectively.

D. Maintain public confidence.

E. Support realistic and immersive government roleplay.

Professional conduct both on and off duty contributes to the credibility of government agencies within the community.

Article 9.10 — Enforcement

Violations of this Part may result in administrative or departmental disciplinary action, including:

A. Verbal Counseling.

B. Written Warning.

C. Departmental Discipline.

D. Suspension from Government Duties.

E. Removal from the Department.

F. Community Disciplinary Action.

Executive Management reserves the authority to impose any additional corrective action necessary to preserve the professionalism, integrity, and effectiveness of government roleplay within San Andreas Statewide Roleplay.

PART X — VEHICLE RULES & DRIVING STANDARDS

Article 10.01 — Purpose

The purpose of this Part is to establish the standards governing the operation of motor vehicles within San Andreas Statewide Roleplay (“SARP”). These policies are intended to promote realistic driving behavior, fair gameplay, public safety, and immersive roleplay while ensuring that all vehicle-related interactions contribute positively to the community.

All members operating any motor vehicle are expected to comply with these standards regardless of their department, occupation, or role.

Article 10.02 — Applicability

This Part applies to every member operating or occupying any vehicle within the server, including but not limited to:

A. Civilian Vehicles.

B. Commercial Vehicles.

C. Emergency Vehicles.

D. Government Vehicles.

E. Utility Vehicles.

F. Motorcycles.

G. Aircraft.

H. Watercraft.

Additional operational procedures established by individual departments shall supplement, but not replace, the provisions contained within this handbook.

Article 10.03 — Realistic Vehicle Operation

Members shall operate vehicles in a realistic and responsible manner.

Drivers shall:

A. Maintain reasonable control of their vehicle.

B. Obey applicable traffic laws unless roleplay circumstances reasonably justify otherwise.

C. Consider road conditions, traffic, and weather when operating a vehicle.

D. Avoid intentionally reckless behavior that lacks realistic justification.

E. Exercise due regard for the safety of pedestrians and other motorists.

Vehicle operation should reflect realistic decision-making rather than game mechanics.

Article 10.04 — Reckless Driving

Reckless driving without legitimate roleplay justification is prohibited.

Examples include, but are not limited to:

A. Excessive speeding in populated areas without cause.

B. Driving on sidewalks or pedestrian walkways.

C. Intentionally driving into crowds or occupied buildings.

D. Performing unrealistic stunts outside approved roleplay.

E. Driving in a manner intended solely to disrupt the roleplay experience of others.

Reckless driving conducted as part of an active and legitimate roleplay scenario may be permitted when appropriate.

Article 10.05 — Vehicle Damage

Members shall realistically acknowledge vehicle damage sustained during roleplay.

Vehicle operators are expected to:

A. Adjust their driving based upon the condition of the vehicle.

B. Seek repairs when appropriate.

C. Avoid continuing to operate vehicles that have sustained catastrophic damage.

D. Roleplay mechanical failures when reasonably apparent.

Ignoring severe vehicle damage for the purpose of gaining an advantage is prohibited.

Article 10.06 — Emergency Vehicle Operations

Emergency vehicles shall only be operated by authorized personnel while performing official duties.

Members operating emergency vehicles shall:

A. Use emergency equipment appropriately.

B. Exercise due regard for public safety.

C. Avoid unnecessary emergency responses.

D. Comply with applicable department Standard Operating Procedures.

Unauthorized operation or misuse of emergency vehicles is prohibited.

Article 10.07 — Vehicle Theft

Vehicle theft shall occur only through legitimate criminal roleplay.

Members shall not:

A. Exploit game mechanics to steal vehicles.

B. Repeatedly target the same individual without meaningful roleplay.

C. Steal vehicles solely to inconvenience another player.

D. Circumvent server systems intended to protect player-owned property.

Vehicle theft should contribute to realistic criminal storylines.

Article 10.08 — Vehicle Ownership

Members are expected to respect the ownership rights of other players.

Unauthorized use of another member’s vehicle without legitimate roleplay justification is prohibited.

Ownership disputes shall be resolved through roleplay or, when necessary, administrative intervention.

Article 10.09 — Abandonment and Destruction

Members shall not intentionally abandon or destroy vehicles without reasonable in-character justification.

Purposely destroying vehicles for entertainment, griefing, or to avoid roleplay consequences is prohibited.

When a vehicle is disabled beyond reasonable operation, members should roleplay the appropriate outcome.

Article 10.10 — Vehicle Modifications

Vehicle modifications shall remain realistic and comply with server-approved customization standards.

Members shall not utilize modifications that provide an unfair gameplay advantage, create unrealistic appearances, or violate established server policies.

Executive Management reserves the authority to restrict or remove vehicle modifications that negatively affect realism or server performance.

Article 10.11 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Vehicle Removal or Reset.

D. Administrative Jail.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to impose additional disciplinary measures when necessary to maintain realism, public safety, and the integrity of vehicle-related roleplay.

PART XI — WEAPONS, COMBAT & USE OF FORCE

Article 11.01 — Purpose

The purpose of this Part is to establish the standards governing the possession, display, use, and roleplay of weapons, combat, and use of force within San Andreas Statewide Roleplay (“SARP”). These policies are intended to ensure that all combat-related roleplay remains realistic, balanced, fair, and enjoyable while protecting the integrity of the community.

The use of force is considered a serious roleplay action and shall always be treated with realism and restraint.

Article 11.02 — Applicability

This Part applies to all members participating in weapon-related or combat-related roleplay, regardless of department, organization, occupation, or character affiliation.

Department-specific use-of-force policies may supplement these standards but shall not conflict with the provisions of this handbook.

Article 11.03 — General Standards

Weapons and force shall only be used when supported by legitimate in-character circumstances.

Members shall:

A. Exercise sound judgment before using force.

B. Value the life of their character and the lives of others.

C. Consider reasonable alternatives before escalating a situation.

D. Use force only when appropriate to the roleplay scenario.

Violence shall never be used solely to gain an advantage or prematurely end a roleplay situation.

Article 11.04 — Possession of Weapons

Members may possess weapons only in accordance with realistic roleplay and applicable in-character laws.

Members shall not:

A. Carry unrealistic quantities of weapons.

B. Instantly produce weapons without appropriate roleplay.

C. Possess restricted weapons without legitimate roleplay justification.

D. Exploit game mechanics to conceal or access weapons.

Weapon possession should remain believable and consistent with the character being portrayed.

Article 11.05 — Display of Weapons

Displaying a weapon shall constitute a serious escalation of a roleplay situation.

Members are expected to:

A. Display weapons only when reasonably justified.

B. Recognize that visible weapons may influence the actions of others.

C. Avoid brandishing weapons to intimidate without legitimate roleplay.

D. Provide opportunities for realistic de-escalation whenever practical.

Article 11.06 — Use of Force

The level of force used shall be proportionate to the threat presented.

Members shall:

A. Attempt verbal resolution when reasonable.

B. Escalate force only when necessary.

C. Cease the use of force once the threat has ended.

D. Avoid excessive or retaliatory violence.

The unnecessary or excessive use of force is prohibited.

Article 11.07 — Combat Conduct

Combat shall remain realistic and consistent with established roleplay standards.

Members shall not:

A. Intentionally exploit game mechanics during combat.

B. Use unrealistic movement or tactics that diminish immersion.

C. Engage in combat without meaningful roleplay development.

D. Continue fighting after sustaining injuries that would reasonably prevent further combat.

Combat should always contribute to an engaging and believable roleplay experience.

Article 11.08 — Firearm Safety

Members are expected to portray responsible firearm handling during roleplay.

Firearms shall not be discharged:

A. Without legitimate roleplay justification.

B. For entertainment or trolling.

C. To intentionally disrupt ongoing roleplay.

D. In designated safe zones unless specifically authorized by roleplay circumstances or administrative events.

Negligent firearm use may result in both in-character and administrative consequences.

Article 11.09 — Injuries and Medical Considerations

Members shall realistically roleplay the effects of injuries sustained during combat.

Characters are expected to:

A. Acknowledge pain and physical limitations.

B. Seek medical treatment when appropriate.

C. Follow the outcome of realistic medical roleplay.

D. Avoid immediately returning to combat following serious injury without reasonable justification.

Ignoring significant injuries undermines immersion and may constitute Fail Roleplay.

Article 11.10 — Prohibited Conduct

The following conduct is prohibited:

A. Random Deathmatch (RDM).

B. Vehicle Deathmatch (VDM).

C. Powergaming.

D. Combat Logging.

E. Metagaming during combat.

F. Exploiting game mechanics to gain a combat advantage.

G. Intentionally disrupting another member’s roleplay through unrealistic violence.

Members engaging in prohibited conduct shall be subject to disciplinary action.

Article 11.11 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Administrative Jail.

D. Temporary Suspension.

E. Character Reset.

F. Permanent Removal from the Community.

Executive Management reserves the authority to impose any additional disciplinary measures necessary to preserve fairness, realism, and the integrity of combat-related roleplay within San Andreas Statewide Roleplay.

PART XII — SAFE ZONES & RESTRICTED AREAS

Article 12.01 — Purpose

The purpose of this Part is to establish the rules governing Safe Zones and Restricted Areas within San Andreas Statewide Roleplay (“SARP”). These policies are intended to preserve fairness, protect new and existing players, maintain realistic roleplay, and prevent the abuse of protected locations throughout the community.

Members are expected to understand the purpose of designated Safe Zones and Restricted Areas and conduct themselves accordingly.

Article 12.02 — Applicability

This Part applies to every member participating within San Andreas Statewide Roleplay, regardless of department, organization, occupation, or role.

Safe Zone and Restricted Area policies apply whenever a member enters, occupies, or interacts within any location officially designated by Executive Management.

Article 12.03 — Safe Zones

Safe Zones are designated areas intended to provide members with a protected environment for community interaction, administrative services, or approved roleplay activities.

Unless specifically authorized through an official event or administrative approval, members shall not:

A. Initiate violent roleplay.

B. Brandish or discharge firearms.

C. Commit criminal offenses.

D. Harass or intimidate other members.

E. Initiate vehicle collisions or reckless driving.

F. Disrupt official community operations.

Members shall respect the purpose of Safe Zones and avoid conduct that interferes with their intended use.

Article 12.04 — Restricted Areas

Restricted Areas are locations where access is limited by roleplay, administrative policy, or department authorization.

Examples may include:

A. Secure government facilities.

B. Active emergency scenes.

C. Department-only areas.

D. Administrative event locations.

E. Authorized training facilities.

Members shall not enter Restricted Areas without legitimate in-character authority or administrative permission.

Unauthorized access may result in both in-character and administrative consequences.

Article 12.05 — Active Emergency Scenes

Members shall respect all active emergency scenes established by Law Enforcement, Fire & EMS, or other authorized agencies.

Members shall not:

A. Cross established scene perimeters without authorization.

B. Interfere with emergency operations.

C. Ignore lawful directions issued by emergency personnel.

D. Intentionally obstruct emergency vehicles or responders.

E. Disrupt investigations or rescue operations.

All members are expected to support realistic emergency scene management.

Article 12.06 — Administrative Areas

Certain areas may be temporarily designated for administrative purposes, including community events, staff investigations, training exercises, or official announcements.

Members shall comply with all instructions issued by Community Staff while present within these areas.

Failure to comply may result in immediate administrative action.

Article 12.07 — Abuse of Protected Areas

Members shall not exploit Safe Zones or Restricted Areas to avoid legitimate roleplay.

Prohibited conduct includes:

A. Fleeing into a Safe Zone solely to escape law enforcement or another active roleplay scenario.

B. Initiating roleplay from within a Safe Zone for the purpose of exploiting its protections.

C. Remaining within a Restricted Area without authorization.

D. Using protected areas to avoid realistic in-character consequences.

Safe Zones and Restricted Areas exist to support the community, not to provide an unfair gameplay advantage.

Article 12.08 — Temporary Restrictions

Executive Management or Community Staff may temporarily designate additional Safe Zones or Restricted Areas as necessary.

Temporary restrictions may be established during:

A. Official community events.

B. Server-wide emergencies.

C. Administrative investigations.

D. Department training exercises.

E. Special roleplay events.

Members shall immediately comply with any temporary restrictions communicated by Community Staff.

Article 12.09 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Removal from the Protected Area.

D. Administrative Jail.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to implement additional protective measures and disciplinary action as necessary to preserve community safety, fairness, and immersion.

PART XIII — ECONOMY, BUSINESSES & FINANCIAL ROLEPLAY

Article 13.01 — Purpose

The purpose of this Part is to establish the standards governing the in-character economy, business operations, and financial roleplay within San Andreas Statewide Roleplay (“SARP”). These policies are intended to ensure that all economic activity remains realistic, balanced, fair, and beneficial to the overall roleplay experience.

Members are expected to participate in financial roleplay honestly and responsibly while promoting immersive business and economic interactions.

Article 13.02 — Applicability

This Part applies to all members participating in any form of financial or business-related roleplay, including but not limited to:

A. Employment.

B. Business Ownership.

C. Commercial Transactions.

D. Investments.

E. Banking Activities.

F. Property Transactions.

G. Government Financial Operations.

All members remain subject to the Community Standards and all other applicable provisions of this handbook.

Article 13.03 — Financial Integrity

Members shall conduct all financial roleplay honestly and in good faith.

Members shall not:

A. Create unrealistic sources of income.

B. Exploit server mechanics for financial gain.

C. Engage in fraudulent financial transactions without legitimate roleplay.

D. Circumvent economy systems established by the community.

E. Abuse administrative systems to obtain money, property, or assets.

Economic progression should occur through meaningful roleplay and legitimate in-character activities.

Article 13.04 — Businesses

Businesses operating within SARP shall contribute positively to the community.

Business owners shall:

A. Operate their businesses professionally.

B. Conduct realistic commercial activities.

C. Maintain fair business practices.

D. Respect customers, employees, and competing businesses.

E. Comply with all applicable in-character laws and regulations.

Businesses established solely to exploit server mechanics or generate unrealistic wealth are prohibited.

Article 13.05 — Employment

Employment shall be portrayed realistically.

Members are encouraged to:

A. Perform the responsibilities associated with their occupation.

B. Maintain professional conduct while employed.

C. Develop realistic workplace relationships.

D. Respect employer policies established through roleplay.

Employment should contribute to long-term character development and immersive storytelling.

Article 13.06 — Commercial Transactions

Commercial transactions shall be conducted honestly and transparently.

Members shall not:

A. Exploit pricing systems.

B. Misrepresent goods or services through unrealistic roleplay.

C. Utilize Out-of-Character information during negotiations.

D. Circumvent approved marketplace systems.

Transactions should promote realistic economic interactions rather than administrative disputes.

Article 13.07 — Banking and Financial Institutions

Banks and financial institutions shall be portrayed realistically.

Members shall:

A. Respect financial agreements.

B. Honor legitimate loans and contracts.

C. Participate in realistic financial transactions.

D. Accept reasonable financial consequences resulting from roleplay.

Financial disputes should be resolved through roleplay whenever possible.

Article 13.08 — Fraud and Financial Crimes

Fraud, embezzlement, money laundering, forgery, and similar financial crimes are permitted only when supported by realistic criminal roleplay and in accordance with all applicable community policies.

Members shall not exploit game mechanics or administrative systems while participating in financial crime roleplay.

Article 13.09 — Abuse of the Economy

The following conduct is prohibited:

A. Duplication or exploitation of money or assets.

B. Unrealistic wealth accumulation.

C. Artificial inflation through exploitative practices.

D. Circumvention of approved economy systems.

E. Abuse of administrative errors for financial gain.

Members discovering economy-related bugs or exploits shall report them to Community Staff immediately.

Article 13.10 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Removal of Illegitimately Obtained Assets.

D. Character Reset.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to reverse financial transactions, confiscate improperly obtained assets, or impose additional disciplinary measures necessary to preserve the integrity of the community economy.

PART XIV — PROPERTY, HOUSING & ASSET OWNERSHIP

Article 14.01 — Purpose

The purpose of this Part is to establish the standards governing the ownership, use, transfer, and protection of property, housing, and assets within San Andreas Statewide Roleplay (“SARP”). These policies are intended to promote realistic ownership, responsible property management, and fair resolution of property-related disputes while supporting immersive roleplay.

All members are expected to respect the rights of property owners and participate in property-related roleplay in good faith.

Article 14.02 — Applicability

This Part applies to all members who own, lease, occupy, manage, purchase, sell, or otherwise utilize property or assets within the community.

This includes, but is not limited to:

A. Residential Properties.

B. Commercial Properties.

C. Government-Owned Property.

D. Vehicles.

E. Business Assets.

F. Personal Property.

G. Storage Facilities.

Members remain subject to all applicable provisions of this handbook and any approved property management systems.

Article 14.03 — Property Ownership

Property ownership shall be established through legitimate in-character roleplay and approved community systems.

Property owners shall:

A. Maintain lawful possession of their property.

B. Respect the ownership rights of others.

C. Utilize property for realistic roleplay purposes.

D. Comply with applicable in-character laws and regulations.

Ownership obtained through exploits, administrative abuse, or fraudulent activity is prohibited.

Article 14.04 — Residential Housing

Members are encouraged to use residential properties to support long-term character development and immersive storytelling.

Residents shall:

A. Maintain realistic occupancy.

B. Respect neighboring properties.

C. Avoid using residences solely to exploit game mechanics.

D. Utilize residences in a manner consistent with their intended purpose.

Residential properties should contribute to meaningful civilian and family roleplay.

Article 14.05 — Commercial Property

Commercial property shall be operated in accordance with realistic business practices.

Owners and operators shall:

A. Conduct legitimate business activities.

B. Maintain professional interactions with customers.

C. Respect lease agreements and ownership rights.

D. Operate businesses in compliance with applicable community policies.

Commercial properties shall not be used primarily to facilitate rule violations or exploitative gameplay.

Article 14.06 — Property Access

Members shall respect access restrictions established through roleplay.

Unauthorized entry into private property shall occur only when supported by legitimate roleplay, lawful authority, or approved criminal activity.

Trespassing, unlawful entry, and searches shall be conducted in accordance with applicable roleplay standards and department policies.

Article 14.07 — Sale and Transfer of Property

Property sales, transfers, leases, and similar transactions shall be conducted honestly and through approved roleplay methods.

Members shall not:

A. Falsify ownership records.

B. Circumvent approved ownership systems.

C. Exploit administrative errors during property transfers.

D. Transfer property to avoid legitimate roleplay consequences.

All transfers should reflect realistic financial and legal processes whenever possible.

Article 14.08 — Damage and Destruction of Property

Property damage shall occur only when supported by legitimate roleplay.

Members are expected to:

A. Roleplay damage realistically.

B. Accept responsibility for their actions.

C. Cooperate in the resolution of property-related incidents.

D. Respect administrative decisions regarding disputed incidents.

Wanton destruction of property for entertainment or griefing purposes is prohibited.

Article 14.09 — Asset Protection

Members are responsible for safeguarding their in-character property and assets.

Executive Management and Community Staff reserve the authority to restore, remove, or modify property when necessary to resolve technical issues, rule violations, or administrative concerns.

Members shall not exploit administrative actions involving property or assets.

Article 14.10 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Revocation of Property Ownership.

D. Removal of Assets.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to reverse property transactions, recover improperly obtained assets, or impose additional disciplinary measures necessary to preserve fairness, realism, and the integrity of property ownership within San Andreas Statewide Roleplay.

PART XV — ORGANIZATIONS, GANGS & FACTIONS

Article 15.01 — Purpose

The purpose of this Part is to establish the standards governing player-created organizations, criminal enterprises, gangs, businesses, clubs, and other recognized factions operating within San Andreas Statewide Roleplay (“SARP”). These policies are intended to ensure that all organizations contribute positively to the community by promoting realistic, balanced, and immersive roleplay.

Organizations shall exist to create meaningful storylines, encourage community interaction, and support long-term character development.

Article 15.02 — Applicability

This Part applies to every officially recognized or player-created organization operating within San Andreas Statewide Roleplay.

This includes, but is not limited to:

A. Criminal Organizations.

B. Street Gangs.

C. Motorcycle Clubs.

D. Private Security Companies.

E. Civilian Organizations.

F. Non-Profit Organizations.

G. Community Clubs.

H. Any other player-operated organization approved by Executive Management.

Organizations remain subject to all applicable Community Standards, Roleplay Standards, and administrative policies.

Article 15.03 — Organizational Standards

Organizations shall operate in a realistic, professional, and organized manner.

Organization leaders are responsible for ensuring that their members:

A. Follow all community rules.

B. Participate in quality roleplay.

C. Respect other organizations.

D. Avoid unnecessary conflict.

E. Maintain realistic organizational structure.

Organizations created solely for trolling, griefing, exploiting game mechanics, or disrupting the community are prohibited.

Article 15.04 — Recognition and Approval

Executive Management may establish procedures for the recognition, registration, or approval of organizations.

Official recognition may require:

A. Organizational leadership information.

B. A realistic organizational concept.

C. Compliance with community standards.

D. Continued activity within the community.

Recognition may be suspended or revoked when an organization repeatedly violates community policies.

Article 15.05 — Criminal Organizations

Criminal organizations shall operate within the limits established by this handbook and all applicable roleplay policies.

Members of criminal organizations shall:

A. Prioritize realistic criminal roleplay.

B. Avoid unnecessary violence.

C. Respect the roleplay of rival organizations.

D. Accept realistic law enforcement intervention.

E. Refrain from exploiting server mechanics.

Criminal organizations are expected to promote long-term storylines rather than constant conflict.

Article 15.06 — Organizational Conflicts

Conflicts between organizations shall remain realistic and proportionate.

Members shall not:

A. Initiate conflict without reasonable roleplay development.

B. Harass members of rival organizations outside roleplay.

C. Target organizations solely to disrupt their activities.

D. Escalate disputes beyond what is reasonable for the roleplay scenario.

Organizational rivalries should enhance roleplay rather than diminish the experience of others.

Article 15.07 — Leadership Responsibilities

Organization leaders are responsible for maintaining professionalism and accountability within their organization.

Leaders shall:

A. Supervise member conduct.

B. Address rule violations internally when appropriate.

C. Cooperate with Community Staff.

D. Promote realistic organizational development.

E. Maintain organizational records when required.

Failure to appropriately manage an organization may result in administrative review.

Article 15.08 — Membership

Members are expected to represent their organization professionally.

Organization members shall:

A. Respect leadership decisions.

B. Follow established organizational rules.

C. Maintain realistic character loyalty.

D. Participate in organizational roleplay in good faith.

Members may not use organizational affiliation to justify violations of community policy.

Article 15.09 — Dissolution of Organizations

Executive Management reserves the authority to suspend, restructure, or dissolve any organization that:

Administrative dissolution may occur with or without prior warning depending upon the severity of the circumstances.

Article 15.10 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Organizational Probation.

D. Suspension of Organizational Activities.

E. Revocation of Official Recognition.

F. Removal of Organizational Leadership.

G. Permanent Dissolution of the Organization.

Executive Management reserves the authority to take any additional action necessary to preserve fairness, realism, and the integrity of organizational roleplay within San Andreas Statewide Roleplay.

PART XVI — COMMUNICATIONS & DISCORD CONDUCT

Article 16.01 — Purpose

The purpose of this Part is to establish the standards governing communication across all official San Andreas Statewide Roleplay (“SARP”) platforms. These standards are intended to promote professionalism, respectful interaction, effective collaboration, and a welcoming environment for every member of the community.

All forms of communication, whether written, verbal, visual, or digital, shall reflect the values and expectations established throughout this handbook.

Article 16.02 — Applicability

This Part applies to all communications conducted through official SARP platforms, including but not limited to:

A. Discord Text Channels.

B. Discord Voice Channels.

C. Community Forums.

D. Support Tickets.

E. Direct Messages involving official community business.

F. CAD Messaging Systems.

G. Official Social Media Platforms.

H. Any additional communication platform operated or recognized by Executive Management.

Article 16.03 — Professional Communication

Members shall communicate respectfully, professionally, and constructively.

Members shall:

A. Treat others with courtesy and respect.

B. Communicate clearly and honestly.

C. Remain civil during disagreements.

D. Encourage positive discussion.

E. Respect differing opinions while maintaining professionalism.

Members shall avoid communication intended to provoke, insult, or intentionally disrupt community discussions.

Article 16.04 — Appropriate Content

Members shall ensure that all communications remain appropriate for the community.

The following content is prohibited:

A. Harassment or bullying.

B. Hate speech or discriminatory language.

C. Threats or intimidation.

D. Sexually explicit or obscene material.

E. Graphic or excessively disturbing content.

F. Illegal content or content that violates applicable laws.

G. Content that violates Discord’s Community Guidelines or Terms of Service.

Article 16.05 — Spam and Disruptive Behavior

Members shall not intentionally disrupt communication channels.

Prohibited conduct includes:

A. Message spam.

B. Excessive emoji, GIF, or sticker spam.

C. Repeatedly posting identical or substantially similar messages.

D. Unnecessary mass mentions of members or roles.

E. Intentionally derailing conversations.

F. Posting content outside the intended purpose of a channel.

Members are expected to use channels for their designated purpose.

Article 16.06 — Privacy and Confidentiality

Members shall respect the privacy of other individuals.

Members shall not:

A. Share confidential staff information.

B. Disclose another member’s personal information without consent.

C. Publish private conversations in a manner that violates reasonable expectations of privacy or applicable law.

D. Distribute restricted internal documents without authorization.

Members entrusted with confidential information are expected to safeguard that information at all times.

Article 16.07 — Voice Communication

Members participating in voice communications shall maintain professional conduct.

Members shall:

A. Avoid excessive interruptions.

B. Refrain from intentionally disruptive audio.

C. Respect speaking opportunities provided to others.

D. Follow the direction of meeting hosts, moderators, or Community Staff.

Voice communications should contribute positively to collaboration and community engagement.

Article 16.08 — Official Announcements

Only authorized personnel may issue official community announcements on behalf of San Andreas Statewide Roleplay.

Members shall not:

A. Falsely represent official community decisions.

B. Create unauthorized announcements using official branding.

C. Mislead members regarding community policies, staff decisions, or server operations.

Official announcements shall be communicated through designated channels by authorized personnel.

Article 16.09 — External Communications

Members representing SARP outside official platforms are expected to conduct themselves professionally.

Members shall not:

A. Intentionally damage the reputation of the community.

B. Misrepresent official policies.

C. Falsely claim authority they do not possess.

D. Engage in conduct that reflects negatively upon the community while identifying themselves as representatives of SARP.

Constructive discussion of the community is encouraged when presented respectfully and honestly.

Article 16.10 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Timeout or Mute.

D. Removal of Communication Privileges.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to impose any additional disciplinary measures necessary to maintain professionalism, respect, and effective communication throughout San Andreas Statewide Roleplay.

PART XVII — PLAYER REPORTING & INVESTIGATIONS

Article 17.01 — Purpose

The purpose of this Part is to establish the official procedures governing the reporting, review, investigation, and resolution of alleged violations of the Community Rules & Regulations Handbook. These procedures are intended to ensure that every report is handled fairly, objectively, consistently, and with due regard for the rights of all parties involved.

San Andreas Statewide Roleplay (“SARP”) is committed to maintaining a transparent disciplinary process that promotes accountability while protecting the integrity of the community.

Article 17.02 — Applicability

This Part applies to all members who:

A. Submit reports.

B. Are the subject of a report.

C. Witness a potential violation.

D. Participate in an investigation.

E. Serve as Community Staff or Executive Management responsible for reviewing reports.

All members are expected to cooperate with investigative procedures established under this handbook.

Article 17.03 — Reporting Violations

Members are encouraged to report suspected violations of community rules in good faith.

Reports should:

A. Be submitted through an official reporting method designated by Community Staff.

B. Include an accurate description of the incident.

C. Contain all available supporting evidence.

D. Be submitted as promptly as reasonably possible.

Members shall not knowingly submit false, misleading, or malicious reports.

Article 17.04 — Evidence

Evidence submitted during an investigation should be authentic, relevant, and unaltered whenever possible.

Examples of acceptable evidence include:

A. Screenshots.

B. Video recordings.

C. Server logs.

D. CAD records.

E. Official communication logs.

Community Staff may determine the reliability, relevance, and admissibility of any evidence submitted during an investigation.

Article 17.05 — Investigative Procedures

Community Staff shall conduct investigations fairly, objectively, and without bias.

Investigations may include:

A. Reviewing submitted evidence.

B. Interviewing involved parties.

C. Reviewing server logs or administrative records.

D. Consulting department leadership when appropriate.

E. Obtaining additional information necessary to reach an informed decision.

Article 17.06 — Member Responsibilities

Attempts to interfere with an investigation may constitute a separate policy violation.

Article 17.07 — Confidentiality

Members shall not:

B. Harass individuals involved in an investigation.

C. Attempt to influence witnesses.

D. Retaliate against members for submitting good-faith reports.

Community Staff shall make reasonable efforts to protect confidential information throughout the investigative process.

Article 17.08 — Resolution of Reports

Upon completion of an investigation, Community Staff may:

A. Determine that no violation occurred.

B. Issue a verbal or written warning.

C. Recommend disciplinary action.

D. Refer the matter to Executive Management.

E. Close the report due to insufficient evidence.

Administrative decisions shall be based upon the available evidence and the totality of the circumstances.

Article 17.09 — False Reports

Knowingly submitting a false report, fabricated evidence, or intentionally misleading Community Staff is a serious violation of community policy.

Members found to have acted in bad faith may be subject to disciplinary action independent of the original report.

Good-faith reports submitted with honest intent shall not be considered false reports simply because a violation cannot be substantiated.

Article 17.10 — Enforcement

Violations of this Part may result in one or more of the following actions:

A. Verbal Warning.

B. Written Warning.

C. Temporary Suspension of Reporting Privileges.

D. Community Disciplinary Action.

E. Temporary Suspension.

F. Permanent Removal from the Community.

Executive Management reserves the authority to impose any additional corrective measures necessary to preserve the fairness, integrity, and effectiveness of the community reporting and investigative process.

PART XVIII — PUNISHMENT GUIDELINES & ENFORCEMENT

Article 18.01 — Purpose

The purpose of this Part is to establish the principles governing disciplinary action and administrative enforcement within San Andreas Statewide Roleplay (“SARP”). These guidelines are intended to ensure that disciplinary decisions are fair, consistent, proportional, and focused on maintaining a positive, professional, and immersive community environment.

Disciplinary action is intended to correct behavior, protect the community, and preserve the integrity of the roleplay experience rather than to punish members unnecessarily.

Article 18.02 — Applicability

This Part applies to all members of San Andreas Statewide Roleplay, regardless of department, rank, position, or tenure.

Community Staff and Executive Management shall administer disciplinary action in accordance with the standards established by this handbook.

Article 18.03 — Principles of Enforcement

When determining an appropriate disciplinary action, Community Staff may consider:

A. The severity of the violation.

B. The member’s prior disciplinary history.

C. Whether the violation was intentional or accidental.

D. The impact of the conduct on other members and the community.

E. The member’s level of cooperation during the investigation.

F. Any mitigating or aggravating circumstances relevant to the incident.

Disciplinary decisions shall be based upon the totality of the circumstances rather than any single factor.

Article 18.04 — Progressive Discipline

Whenever appropriate, disciplinary action should follow the principle of progressive discipline.

Progressive disciplinary measures may include:

A. Educational Guidance.

B. Verbal Warning.

C. Written Warning.

D. Final Written Warning.

E. Temporary Suspension.

F. Removal from Department or Staff Position.

G. Permanent Removal from the Community.

Progressive discipline is not mandatory where the severity of the violation justifies immediate escalation.

Article 18.05 — Immediate Disciplinary Action

Certain violations may warrant immediate and significant disciplinary action without prior warnings.

Such violations may include, but are not limited to:

A. Cheating or exploitation of game mechanics.

B. Distribution of malicious software or harmful content.

C. Severe harassment or discrimination.

D. Threats of violence.

E. Unauthorized disclosure of confidential administrative information.

F. Ban evasion.

G. Conduct that poses a significant risk to the safety, security, or stability of the community.

Executive Management may authorize immediate removal when necessary to protect the community.

Article 18.06 — Administrative Discretion

Community Staff are expected to exercise sound judgment and discretion when enforcing community rules.

Administrative discretion shall:

A. Be exercised impartially.

B. Be supported by available evidence.

C. Be consistent with established policy.

D. Avoid favoritism or bias.

E. Be subject to review by Executive Management when appropriate.

Discretion shall not be exercised in a manner that conflicts with the Community Rules & Regulations Handbook.

Article 18.07 — Temporary Restrictions

During an active investigation or pending disciplinary review, Community Staff may impose temporary administrative restrictions when reasonably necessary.

Temporary measures may include:

A. Temporary Suspension.

B. Removal from Staff Duties.

C. Restriction of Community Privileges.

D. Temporary Removal from Department Operations.

E. Temporary Communication Restrictions.

Such measures are administrative safeguards and do not, by themselves, constitute a final determination of responsibility.

Article 18.08 — Recordkeeping

Community Staff shall maintain accurate disciplinary records in accordance with applicable administrative procedures.

Disciplinary records may include:

A. Warnings.

B. Suspensions.

C. Administrative Notes.

D. Investigative Findings.

E. Final Disciplinary Decisions.

Access to disciplinary records shall be limited to authorized personnel with a legitimate administrative need.

Article 18.09 — Consistency of Enforcement

Executive Management shall strive to ensure that disciplinary actions are applied consistently across the community.

While identical violations may result in different outcomes due to differing circumstances, disciplinary decisions should remain proportionate, reasonable, and consistent with the principles established in this handbook.

Members shall not expect preferential treatment based upon rank, tenure, friendships, department affiliation, financial contributions, or any other unrelated consideration.

Article 18.10 — Enforcement Authority

Community Staff are authorized to enforce the Community Rules & Regulations Handbook within the scope of their assigned responsibilities.

Executive Management retains final authority regarding:

A. Permanent Community Removal.

B. Major Policy Violations.

C. Administrative Appeals.

D. Exceptions Authorized Under Community Policy.

E. Interpretation of Community Rules.

All disciplinary decisions made pursuant to this Part shall remain subject to review by Executive Management in accordance with the Appeals Process established in this handbook.

PART XIX — APPEALS PROCESS

Article 19.01 — Purpose

The purpose of this Part is to establish the official procedures governing the appeal of administrative decisions within San Andreas Statewide Roleplay (“SARP”). The Appeals Process exists to ensure that disciplinary actions are reviewed fairly, consistently, and impartially while maintaining accountability and preserving the integrity of the community.

An appeal is not a retrial of an incident, but a review of whether the original administrative decision was appropriate based upon the available evidence, applicable policies, and circumstances.

Article 19.02 — Applicability

This Part applies to any member who wishes to request a review of an administrative action, including but not limited to:

A. Warnings.

B. Temporary Suspensions.

C. Permanent Community Removal.

D. Removal from a Department or Staff Position.

E. Other administrative actions designated as appealable by Executive Management.

Certain administrative actions may be deemed final and non-appealable where expressly authorized by community policy.

Article 19.03 — Right to Appeal

Members may submit an appeal when they reasonably believe that:

A. Community policy was incorrectly applied.

B. Relevant evidence was overlooked.

C. New evidence has become available that could materially affect the outcome.

D. The disciplinary action imposed was disproportionate to the violation.

The burden rests upon the appealing member to clearly explain the basis of the appeal.

Article 19.04 — Submission Requirements

Appeals shall be submitted through the official method designated by Executive Management.

Each appeal should include:

A. The member’s identifying information.

B. The administrative action being appealed.

C. A clear explanation of the basis for the appeal.

Members shall remain respectful and professional throughout the appeals process.

Members shall not:

A. Harass Community Staff.

B. Repeatedly submit duplicate appeals.

C. Publicly campaign regarding pending appeals.

D. Attempt to influence reviewing personnel through intimidation or improper conduct.

Failure to comply with these standards may result in additional administrative action.

Article 19.08 — Final Determinations

Unless otherwise determined by Executive Management, decisions issued following the appeals process shall constitute the final administrative determination.

Executive Management reserves the authority to reopen a matter where significant new evidence, procedural error, or extraordinary circumstances justify additional review.

Article 19.09 — Abuse of the Appeals Process

The appeals process shall not be used to delay enforcement, harass Community Staff, or interfere with community operations.

The following conduct is prohibited:

A. Knowingly submitting false information.

B. Filing appeals in bad faith.

C. Misrepresenting evidence.

D. Repeatedly submitting substantially identical appeals after a final decision.

Members who abuse the appeals process may be subject to additional disciplinary action.

Article 19.10 — Executive Authority

Executive Management retains ultimate authority over the interpretation of this Part and the administration of the Appeals Process.

Nothing within this Part limits the authority of Executive Management to protect the safety, stability, and long-term interests of San Andreas Statewide Roleplay where exceptional circumstances require administrative intervention.

PART XX — ADMINISTRATIVE AUTHORITY

Article 20.01 — Purpose

The purpose of this Part is to define the authority, responsibilities, and limitations of Community Staff, Executive Management, and Ownership within San Andreas Statewide Roleplay (“SARP”). This Part establishes the administrative framework through which the Community Rules & Regulations Handbook is interpreted, enforced, and maintained.

Administrative authority exists to ensure the orderly operation of the community, protect its members, and preserve the integrity of the roleplay environment.

Article 20.02 — Scope of Authority

Administrative authority shall extend to all official SARP services, including but not limited to:

A. The FiveM Server.

B. Official Discord Servers.

C. CAD and Administrative Systems.

D. Community Websites.

E. Official Social Media Platforms.

F. Events sponsored or hosted by SARP.

G. Any additional platform owned, operated, or officially recognized by Executive Management.

All members participating in these services are subject to the authority established under this handbook.

Article 20.03 — Executive Management Authority

Executive Management is responsible for the strategic leadership and operational oversight of the community.

Executive Management may:

A. Establish community-wide policies.

B. Interpret provisions of this handbook.

C. Approve or deny administrative appeals.

D. Appoint or remove community leadership.

E. Create, modify, merge, or dissolve departments, divisions, or programs.

F. Authorize exceptions where specifically permitted by community policy.

Executive Management shall exercise its authority fairly, consistently, and in the best interests of the community.

Article 20.04 — Community Staff Authority

Community Staff are responsible for the day-to-day administration of San Andreas Statewide Roleplay.

Community Staff may:

A. Enforce community rules.

B. Investigate reported violations.

C. Moderate official communication platforms.

D. Provide member assistance.

E. Issue disciplinary action within the limits of their assigned authority.

Community Staff shall exercise their authority professionally, impartially, and in accordance with this handbook.

Article 20.05 — Delegation of Authority

Executive Management may delegate administrative responsibilities to qualified individuals, departments, or divisions.

Delegated authority:

A. Shall remain subject to Executive Management oversight.

B. May be modified or revoked at any time.

C. Shall not exceed the authority expressly granted.

Delegation of authority does not transfer ultimate responsibility for community governance.

Article 20.06 — Administrative Ethics

Individuals serving in administrative positions shall uphold the highest standards of integrity and professionalism.

Administrative personnel shall:

A. Act honestly and impartially.

B. Avoid conflicts of interest whenever reasonably possible.

C. Respect confidential information.

D. Exercise discretion responsibly.

E. Treat all members with fairness and respect.

Abuse of administrative authority is strictly prohibited.

Article 20.07 — Interpretation of Community Policy

Questions regarding the interpretation of this handbook shall be resolved by Executive Management.

When interpreting community policy, Executive Management may consider:

A. The plain language of the handbook.

B. The purpose and intent of the applicable provision.

C. Prior administrative interpretations.

D. The overall interests of the community.

Interpretations issued by Executive Management shall serve as authoritative guidance unless later amended.

Article 20.08 — Emergency Administrative Authority

Executive Management may exercise temporary emergency authority when immediate action is necessary to protect:

A. Community members.

B. Community infrastructure.

C. Administrative systems.

D. Server stability.

E. The reputation and continued operation of SARP.

Emergency administrative measures shall remain in effect only for the period reasonably necessary to address the circumstances giving rise to such action.

Article 20.09 — Policy Amendments

Executive Management retains the authority to amend, revise, repeal, or supplement this handbook as necessary.

Whenever reasonably practicable, members shall be notified of significant policy changes through official community communication channels.

Members are responsible for remaining informed regarding current community policies.

Article 20.10 — Reservation of Authority

Nothing within this handbook shall be interpreted as limiting the inherent authority of Ownership or Executive Management to take reasonable administrative action necessary to preserve the safety, integrity, stability, and long-term success of San Andreas Statewide Roleplay.

Such authority shall be exercised in good faith, consistently with the values of the community, and in accordance with applicable law and platform requirements.

PART XXI — COMMUNITY DEFINITIONS & GLOSSARY

Article 21.01 — Purpose

The purpose of this Part is to establish standardized definitions for commonly used terms throughout the San Andreas Statewide Roleplay (“SARP”) Community Rules & Regulations Handbook. These definitions are intended to promote consistent interpretation, reduce ambiguity, and provide members with a common understanding of terminology used within community policies.

Unless otherwise stated, the following definitions shall apply throughout this handbook.

Article 21.02 — Administrative Terms

For purposes of this handbook:

Administrative Action means any official action taken by Community Staff or Executive Management in response to member conduct, including warnings, suspensions, removals, or other corrective measures.

Administrative Investigation means a formal review conducted by authorized personnel to determine whether a violation of community policy has occurred.

Appeal means a formal request for review of an administrative decision.

Community Staff means individuals appointed by Executive Management to assist with moderation, administration, support, investigations, and enforcement of community policies.

Executive Management means the highest level of appointed community leadership responsible for policy interpretation, strategic oversight, and operational governance.

Ownership means the individual or individuals possessing ultimate administrative authority over San Andreas Statewide Roleplay.

Article 21.03 — Community Terms

Community means the collective membership participating in San Andreas Statewide Roleplay across all official platforms.

Member means any individual participating in the community, regardless of role, department, or rank.

Department means an officially recognized public safety, governmental, or administrative organization operating within SARP.

Division means a specialized unit within a department or organizational structure.

Official Platform means any website, server, application, communication platform, or service owned, operated, or officially recognized by SARP.

Article 21.04 — Roleplay Terms

Roleplay (“RP”) means the portrayal of a fictional character within the shared environment of San Andreas Statewide Roleplay.

In-Character (“IC”) means actions, knowledge, statements, or decisions made by a character within the fictional roleplay environment.

Out-of-Character (“OOC”) means actions, knowledge, statements, or discussions occurring outside the fictional roleplay environment.

Character Development means the ongoing progression, history, personality, and growth of a roleplay character over time.

Scenario means a roleplay event or series of connected roleplay interactions involving one or more members.

Article 21.05 — Enforcement Terms

Warning means a formal administrative notice advising a member that community rules have been violated.

Suspension means the temporary restriction or removal of community privileges.

Permanent Removal means the indefinite revocation of membership privileges within the community.

Probation means a period during which a member remains subject to increased administrative oversight following disciplinary action.

Article 21.06 — Property & Organizational Terms

Asset means any in-character property, vehicle, item, business interest, or other recognized resource.

Organization means any officially recognized player-created group, business, club, gang, or similar collective entity.

Restricted Area means any location designated by Executive Management or Community Staff as subject to limited access.

Safe Zone means an area designated for enhanced community protection in which specified roleplay activities are prohibited.

Article 21.07 — Interpretation

Unless the context clearly indicates otherwise:

A. Words importing the singular include the plural.

B. Words importing the plural include the singular.

C. Words importing one gender include all genders.

D. References to “includes” or “including” shall be interpreted as “including, but not limited to.”

E. Headings and titles are provided for convenience and shall not control the interpretation of this handbook.

Article 21.08 — Undefined Terms

Where a term used within this handbook is not expressly defined, Executive Management shall interpret the term according to:

A. Its ordinary meaning.

B. The context in which it appears.

C. The purpose and intent of the applicable policy.

D. Prior administrative interpretations, where applicable.

Such interpretations shall remain authoritative unless subsequently amended.

Article 21.09 — Conflicts of Interpretation

In the event of any inconsistency or ambiguity between provisions of this handbook, Executive Management shall determine the controlling interpretation.

Interpretations shall seek to preserve fairness, consistency, realism, and the best interests of San Andreas Statewide Roleplay.

Article 21.10 — Continuing Authority

Executive Management may add, revise, or remove definitions within this Part whenever necessary to reflect operational changes, new systems, evolving community practices, or amendments to the Community Rules & Regulations Handbook.

All revised definitions shall become effective upon official publication unless otherwise specified.

PART XXII — COMMUNITY ACKNOWLEDGEMENT & AGREEMENT

Article 22.01 — Purpose

The purpose of this Part is to establish the acknowledgment and agreement of every member participating in San Andreas Statewide Roleplay (“SARP”). By accessing, joining, or continuing to participate in any official SARP platform or service, members acknowledge that they have accepted the responsibilities and obligations established by this Community Rules & Regulations Handbook.

This acknowledgment promotes transparency, accountability, and a shared understanding of the standards governing the community.

Article 22.02 — Acceptance of Community Policies

Participation within San Andreas Statewide Roleplay constitutes acknowledgment and acceptance of the Community Rules & Regulations Handbook, together with any officially published policies, procedures, directives, or amendments issued by Executive Management.

Members who do not agree to comply with these policies shall discontinue participation in the community.

Article 22.03 — Responsibility to Remain Informed

Each member is responsible for remaining informed regarding current community rules and policies.

Members shall:

A. Review official announcements regarding policy changes.

B. Familiarize themselves with revisions to this handbook.

C. Seek clarification from Community Staff when uncertain regarding a rule or policy.

A lack of knowledge or failure to review published policies shall not relieve a member from responsibility for complying with community standards.

Article 22.04 — Member Commitment

By participating within SARP, members agree to:

A. Conduct themselves respectfully and professionally.

B. Promote realistic and immersive roleplay.

C. Follow all applicable community rules.

D. Respect Community Staff, Executive Management, and fellow members.

E. Support a welcoming, inclusive, and enjoyable environment for all participants.

Members acknowledge that their conduct contributes to the overall success and reputation of the community.

Article 22.05 — Compliance with Administrative Decisions

Members agree to comply with lawful administrative decisions issued in accordance with this handbook.

Where disagreement exists regarding an administrative action, members shall utilize the Appeals Process established under Part XIX rather than engaging in disruptive or retaliatory conduct.

Compliance with administrative decisions remains required while an appeal is pending unless otherwise directed by Executive Management.

Article 22.06 — Platform Requirements

Members acknowledge that participation within SARP also requires compliance with the applicable terms, policies, and community standards of third-party platforms utilized by the community, including but not limited to:

A. Discord.

B. FiveM.

C. Rockstar Games.

D. Cfx.re.

E. ImperialCAD or other approved administrative systems.

Violations of applicable platform requirements may result in community action where such conduct materially affects SARP operations or member safety.

Article 22.07 — Amendments

Members acknowledge that community policies may evolve as operational requirements, technology, or community needs change.

Executive Management reserves the authority to amend this handbook in accordance with Part XX.

Continued participation following the publication of amendments constitutes acceptance of those revisions unless otherwise prohibited by applicable law.

Article 22.08 — Severability

If any provision of this handbook is determined to be invalid, unenforceable, or otherwise ineffective, the remaining provisions shall continue in full force and effect.

Executive Management may revise any affected provision to preserve the intent and effectiveness of the handbook.

Article 22.09 — Entire Agreement

This Community Rules & Regulations Handbook, together with officially published policies, directives, and procedures issued by Executive Management, constitutes the governing framework for member conduct within San Andreas Statewide Roleplay.

To the extent any previous community rules conflict with this handbook, this handbook shall control unless otherwise expressly stated.

Article 22.10 — Effective Acknowledgement

A member’s continued participation in San Andreas Statewide Roleplay following the publication of this handbook constitutes acknowledgment that the member:

A. Has had a reasonable opportunity to review these policies.

B. Understands that compliance is a condition of continued participation.

C. Accepts responsibility for adhering to the standards established herein.

D. Understands that violations may result in administrative action as provided throughout this handbook.

This acknowledgment shall remain effective throughout the member’s participation in San Andreas Statewide Roleplay unless superseded by a future edition of this handbook.

PART XXIII — DOCUMENT CONTROL & REVISION HISTORY

Article 23.01 — Purpose

The purpose of this Part is to establish the official procedures governing the publication, maintenance, revision, approval, distribution, and archival of the San Andreas Statewide Roleplay (“SARP”) Community Rules & Regulations Handbook.

This Part ensures that the handbook remains accurate, current, and authoritative while providing members with a transparent record of policy changes over time.

Article 23.02 — Official Status

This handbook shall serve as the official governing document for member conduct within San Andreas Statewide Roleplay.

Unless otherwise expressly authorized by Executive Management, no other document, announcement, guideline, or policy shall supersede this handbook where a conflict exists.

Official amendments shall become part of this handbook upon publication.

Article 23.03 — Document Ownership

The Community Rules & Regulations Handbook is the intellectual property of San Andreas Statewide Roleplay.

Ownership and ultimate responsibility for this handbook rests with Community Ownership.

Executive Management is responsible for:

A. Maintaining the handbook.

B. Reviewing proposed revisions.

C. Publishing approved amendments.

D. Ensuring policy consistency.

E. Preserving historical versions of the document.

Article 23.04 — Version Control

Each official edition of this handbook shall include, where applicable:

A. Version Number.

B. Publication Date.

C. Effective Date.

D. Revision Number.

E. Approval Authority.

F. Document Status.

Members should always reference the most recently published version available through official community channels.

Article 23.05 — Amendment Procedures

Executive Management may revise this handbook whenever operational needs require.

Amendments may include:

A. Addition of new policies.

B. Modification of existing provisions.

C. Clarification of existing language.

D. Removal of obsolete provisions.

E. Reorganization of document structure.

Significant revisions should be communicated through official community announcement channels.

Article 23.06 — Revision History

Article 23.07 — Distribution

Unofficial copies, excerpts, or reproductions shall not be considered authoritative if they differ from the officially published version.

Article 23.08 — Periodic Review

Executive Management shall periodically review this handbook to ensure that its provisions remain:

A. Accurate.

B. Relevant.

C. Consistent.

D. Effective.

E. Reflective of current community operations.

Reviews may occur following major operational changes, technological developments, or community restructuring.

Article 23.09 — Supersession

Upon publication of a new edition of this handbook, all previous editions shall be considered superseded unless expressly preserved for historical or administrative purposes.

Where uncertainty exists regarding which version controls, the most recently published official edition shall govern.

Article 23.10 — Final Provision

This Community Rules & Regulations Handbook represents the official standards governing San Andreas Statewide Roleplay.

Every member, regardless of rank, department, position, or tenure, is expected to uphold the principles contained within this handbook and contribute to a professional, respectful, and immersive roleplay environment.

Through cooperation, integrity, accountability, and mutual respect, the members of San Andreas Statewide Roleplay collectively uphold the values upon which this community is built.

Article 24.05 — Anti-Cheat Detection & Monitoring

San Andreas Statewide Roleplay utilizes an advanced anti-cheat system designed to protect the integrity of the community and ensure a fair experience for all members.

Members are advised that the anti-cheat system continuously monitors gameplay for unauthorized software, modifications, exploits, and suspicious behavior.

The anti-cheat system may:

A. Automatically detect unauthorized software or cheat menus.

B. Detect memory manipulation, injections, and exploit attempts.

C. Identify abnormal gameplay behavior inconsistent with legitimate gameplay.

D. Generate detailed detection logs for administrative review.

E. Automatically remove or restrict players when a confirmed violation is detected.

Community Staff and Executive Management receive notifications of anti-cheat detections as quickly as reasonably practicable, often within moments of a detection being generated. These notifications include information necessary to begin an administrative investigation.

Attempting to disable, bypass, interfere with, or evade the anti-cheat system is considered a serious violation of community policy and may result in immediate disciplinary action.

Article 24.11 — Anti-Cheat Appeals

Members who believe they were incorrectly banned by the anti-cheat system may request an administrative review.

To request a review, the member shall:

A. Open an official Anti-Cheat Appeal Ticket through the designated support system.

B. Provide their Discord Username and User ID.

C. Provide their in-game name.

D. Provide their Anti-Cheat Ban ID or Cheat ID exactly as displayed.

E. Explain the circumstances surrounding the ban.

F. Submit any supporting evidence they believe is relevant.

Failure to provide the required information may delay or prevent the review of the appeal.

Community Staff will review available evidence, including anti-cheat logs, server logs, detection data, and any information submitted by the member.

Submitting false information, falsifying evidence, or attempting to deceive Community Staff during an anti-cheat appeal may result in the appeal being denied and may lead to additional administrative action.

The decision of Executive Management following an anti-cheat appeal shall be considered final unless substantial new evidence becomes available.
